 This public health investigation was submitted to the Science Office in the Office of Workforce and Career Development (OWCD), Centers for Disease Control and Prevention, for research/nonresearch determination. The OWCD Science Office determined that the activities involved in the investigation constituted an urgent public health response and did not require submission of a protocol to the institutional review board.
